"They're Out to Get Me" Civil Rights Lawsuits

Unfortunately, far too many lawsuits are filed by mentally ill people who whose legal theories amount to this: They're out to get me!  For a great example of this, check out this decision.  (I assume this case was filed pro se; if anyone knows otherwise, please let me know in the comment section.)

What is the case cite? I click on the "check out this decision" but get nothing. I am interested in seeing what case you are talking about.
Nevertheless, one shouldn't make fun of those who cannot afford to hire an attorney to assist them. The large majority of inmates have no money but they have to do the best they can to protect their rights. Lord knows the prison administrations and government go out of their way to make it even harder for them to do so.
Since the PLRA came on line what attorney would be interested in spending their time helping this country's second class citizens? None that I am aware of. In the long run it makes things far worse because now the courts are full of incoherent complaints filed by unknowledgeable people. Power to the People!!!
